CRIME MAPPING & ANALYSIS

The State GIS & Remote Sensing Centre has taken up study of Crime mapping involving processing of spatially referenced crime data in order to display visually in an output that is informative to the user, and Crime analysis processes applied on relevant information indicate the crime patterns. The integration of GIS in crime analysis allows spatial analysis of data to identify, apprehend, and prosecute suspects, it also aids more proactive measures through effective allocation of resources and better policy setting. A case study of Dimapur municipal area was done and crime hotspot analysis was carried out in order to get a bigger picture of the statistically significant areas of Crimes in Dimapur. Administrative and operational personal can use the result of analysis to prevent and suppress of criminal activities and also for investigation aims. Crime mapping and spatial analysis of crime are recognized as powerful tools for the study and control of crime, because crime maps help police identify problems at the micro level

GEOMORPHOLOGY AND LINEAMENT MAPPING

A joint initiative with Geological Survey of India and National Remote Sensing Centre/ Indian Space Research Organization. Geomorphology and lineament mapping of Nagaland state was taken up by Nagaland GIS & RS Centre, Planning & Co-ordination Department, Nagaland jointly with the Indian Space Research Organisation (ISRO) and Geological Survey of India (GSI). Geomorphic units associated with structural origin have been classified as high, moderate and low dissected according to concentration of drainage lines and joints. Within this dissected hills and valley features such as Cuesta, Strike Ridge, Hogback, Intermontane valley, Monocline, Strath terrace and Scarp have been identified. Hogbacks and cuesta has been differentiated on the basis of slope geometry. Strike ridge are common features observed along Schuppen Belt which is a long narrow linear belt of imbricate thrust slices. Intermontane valleys are found in parts of the Schuppen belt/ Inner Fold Belt (IFB), these extensive gentle sloping feature surrounded by mountains or mountain ranges are developed due to tectonism followed by erosion. The geomorphic units of denudational origin include Pediment, Pediplain, Piedmont slope, residual hill, and valley fill has been identified. Interpretation of lineaments is done in conjunction with other diagnostic criteria such as down-cutting of channel along lineament, abrupt change of river course, presence of dry channel in an active river course, linear ridges, scarp surface, linear alignment of water bodies and straight channel segments. The axis of the Kohima synclinorium trending NE-SW has been identified as part of the lineament map generation. Both geomorphic and structural lineaments such as Scarp parallel, drainage parallel, Ridge parallel, Break-in slope, Fault, Joint/Fracture and Shear Zone have been mapped.

VILLAGE RESOURCE MAPPING

Resource Maps provides the basic details of natural resources and the development activities in spatial format. The mapping usually is done in cadastral scale. Settlements, existing infrastructure and assets, land cover, land use, water resources and areas of specific interest of the village are spatially mapped. The output will serve as baseline information for planning and develo pment activities particularly for the village level management authority and by the Government at large. It will also serve as the base layers for further GIS Analysis.The local communities as users of localized natural resources tend to accumulate firsthand knowledge and experience about status and functioning of such resources. It is in this light, the approach of the present study is so designed where knowledge sharing and merging of space based information system and technology, together with participatory appraisal of natural resources are given prime importance. Village Resource Map Series aims in building a strong geospatial database in the village level for perspective planning and development. The usage of GIS and Remote Sensing techniques would improve the accuracy of the data and information.

REAL WORLD TERRAIN MODELING

The State GIS & Remote Sensing Centre presents a State-of-the-Art Technology of Real World Terrain Modeling (RWTM) in precise scale with high accuracy, natural full colour, pre-laminated 3D solid models of geographic terrain. RWTM models are physical models that could be touch and view from any angle allowing depth perception in detail enabling deeper understanding of our world. RWTM is build to incorporate GIS layer to be overlay to stage simulation of data onto the surface of the model. This unique capability provides a real-time, interactive 3D situational awareness tool for both individual and group of users. RWTM also provides R&D engineering services for the creation of new geo-spatial visualization technologies.The model of RWTM provides a precise, realistic depiction of the terrain of any location, at any scale with Complete information of terrain that can be perceived regardless of any domain knowledge or requirement of expertise in relevant field and provides a powerful visual communication tool for all Planning. it also creates situational awareness of the geography and assist in performing analysis and a platform that could be used to provide critical information during presentations and briefings. Terrain Model gives the impression of flying over the landscape and an unparalleled understanding of the area of interest.

E-LEARNING PACKAGE

Nagaland State GIS & Remote Sensing Centre has embraced e-governance as a trigger and means to redefine and streamline procedures while exploiting the full power of modern IT & ICT. “Learning Basic Computer” & “Learning Basic Internet”, are two e-learning initiatives by the centre to promote IT literacy for the development of human resources under the program “year of Capacity Building, 2008-2009”. These simple and easy-to-use tutorials are intended to help People who are new to computers and need to learn the basic concepts. It explains the basic components of a PC and the use of internet.

UNMANNED AIRCRAFT VEHICLE SYSTEM (UAV)

Nagaland GIS & Remote Sensing Centre presents a State-of-Art Unmanned Aerial Vehicle (UAV) to develop innovation in the field of remote sensing science by providing a platform for dedicated and high-quality experiments; to support high quality image acquisition services and to promote the use of UAV in a broad range of application fields like natural resources monitoring, security, land use and systematic planning purpose. The State GIS & Remote Sensing Centre has started leveraging the many benefits of Unmanned Aerial Vehicles (UAV) technology in areas where traditional remote sensing or survey techniques fall short owing to its forest cover and difficult terrain. The usage of this technology will improve the mapping process that will enable several applications for land and resource planning, development and management.

VEHICLE TRACKING SYSTEM

The ongoing web based Vehicle tracking System enables the state government to keep track of the government vehicles on a detailed map. Vehicles are tracked using GPS technology in real time which allows personnel to view vehicle position on a map in real time. The vehicle tracking system combines the installation of an electronic device in a vehicle, with purpose-designed computer software at operational base in the center to track the vehicle’s location, collecting data in the process from the field and deliver it to the base of operation. The vehicle tracking systems use GPS technology for locating the vehicle, and are viewed on GIS maps via the Internet. Major constituents of the GPS based tracking are GPS tracking device: The device fits into the vehicle and captures the GPS location information at regular intervals to a central server. GPS tracking server: The tracking server has three responsibilities: receiving data from the GPS tracking unit, securely storing it, and serving this information on demand to the user. User interface: The UI determines how one will be able to access information, view vehicle data, and elicit important details from it. The e?ort is expected to combat administrative problem such vehicle theft, proper utilization of the Government vehicles, monitoring of the fleets etc.

NAGALAND STATE DISASTER MANAGEMENT SYSTEM

A Comprehensive Incident Management System in spearheading and implementing a holistic and integrated approach to Disaster (natural and man-made) Management in the state. Nagaland State Continual Preparedness System (NCPS) provides a comprehensive suite of integrated capabilities that maximize situational awareness, strategic decision-making effectiveness, and tactical execution for all-hazards incidents and for all phases of the incident life cycle. The system’s holistic approach combines intelligence and information management, integrated communications, and automated Incident Command System (ICS) work flow. Finally, the robust solution provides utility for day-to-day operations as well as a coordinated and timely response to events, both stressed and non-stressed, as they occur. The application is in perfect sync with our state level as well as national level objective for developing a holistic, pro-active, multi-disaster and technology-driven application for disaster management to build a safer and disaster resilient Nagaland. The application fully complies with our national objective (Ref: The Disaster Management Act, GoI 2005) from a response and relief centric approach to proactive and comprehensive mindsets.

ROAD INFORMATION MANAGEMENT SYSTEM

Public Works Department (PWD), Government of Nagaland is the principal governing body for planning, design, construction and maintenance of roads and bridges in the entire state. The system of archival of road data prevalent in PWD observed is mainly through traditional paper road maps, engineering drawings and road statistics registers. In this context, a prototype for utilizing GIS in Road Information and Management System is being developed in association with Road & Bridges Department to create a state wide, up-to-date digital database of roads that would induce efficiency and accuracy in monitoring, management, planning and subsequent development of the network for the state of Nagaland.

EDUCATION INFRASTRUCTURE MANAGEMENT SYSTEM

The web based GIS enabled School Mapping & Infrastructure (includes School Building Asset, Facilities, Student Enrolment and Staff etc.) management system for Dept. of Education , Govt. of Nagaland (GoN) is to keep administrators on top of all facets of school infrastructure management for the state of Nagaland. The application is built from the ground up to automate the School mapping, Physical distribution of schools along with categories (primary, middle, upper etc),individual school wise Facility Details, Construction Details, Infrastructure Details, Village Served, Student Enrolment Details (class wise), Post Filled Details, Post vacant Details, Sanctioned Post Detail, Village Served, Student Enrolment Details (class wise), Post Filled Details, Post vacant Details, Sanctioned Post Detail, document management, and many more.

HEALTH INFRASTRUCTURE MANAGEMENT SYSTEM

The department of Health and Family Welfare, Govt. of Nagaland (GoN) provides health care facilities to the people by constructing CHCs, PHCs, SCs, hospitals, dispensaries, clinics and other heath care centers. It undertakes schemes for acquisition of medical equipment and implementation of infrastructure facilities; improves the functioning of hospitals. The Nagaland Health Infrastructure Management System is a centralized web-based GIS enabled Health Infrastructure Management System that covers entire gamut of basic health infrastructure management functions in the state government currently being performed in accordance with National Rural Health Mission (NRHM) as well as Indian Public Health System (IPHS) guidelines. i.e. facilities/equipments, drugs and consumables, human resource, health institution specific coverage of village as well as population details, institute specific document uploading, activity specific performance monitoring, report generation. The GIS browser interfaces have features/functionalities/tools for mapping of health institution, identify distribution of resources/facilities, search, on map tabular (attribute) data access, query, buffer, measuring distance between health units/facilities as well as between health units/facilities and habitations.

NAGALAND STATE LAND USE INFORMATION SYSTEM (NLUIS)

Presently an ongoing project for development of a web enabled enterprise GIS based land use /land cover web portal to provide land-use information 1:50,000 scale using LISS-III and Cartosat satellite imageries as well as Survey of India toposheets in order to understand the trend of land Survey of India toposheets in order to understand the trend of land utilization for the entire state of Nagaland. The aim is to provide planners a decision support system or tool to prepare long-term strategic plans, as well as detailed a decision support system or tool to prepare long-term strategic plans, as well as detailed local-area plans, for physical development, then coordinates and guides efforts to bring these plans to reality. Land use/land cover classes or categories have been made while considering plans to reality. DIGITAL ELEVATION MODEL (DEM) FOR THE ENTIRE STATE

Presently an ongoing project in association with ISRO, Govt. of India for developing a digital elevation model at 1 : 10,000 scale combined with high resolution ortho rectified satellite imageries for seamless 3D terrain visualization of the entire state of Nagaland and to evaluate terrain conditions in remote and urban areas. The overall objective of the project is to allow planners to plan field operations in a computer environment, ensuring that the best access is provided and project objectives are achieved for planning and development.

NAGALAND STATE SPATIAL DATA INFRASTRUCTURE (SSDI)

A web – enabled enterprise GIS application, in compliance with the Govt. of Nagaland (GoN) envisions to implement e-governance in the state of Nagaland, aims to provide administrators and planners with an accurate spatial view of the state at different administrative levels viz. district, circle up to individual village level . The geospatial web portal provides information starting from road network, rail, drainage, industries, assembly constituencies, polling stations, tourist spots and much more useful information.
